FR-4 Copper-Clad Laminate Inspection Standard
September 16, 2026
FR-4 Copper-Clad Laminate Inspection Standard
Basis of implementation: IPC-4101E, GB/T4721-2021, IPC-TM-650; covering standard FR-4, high-Tg FR-4 (Tg150/170), halogen-free FR-4; distinguishing Class1 consumer, Class2 industrial control, Class3 automotive/high reliability; complete coverage of document review, packaging, sampling, environment, appearance, dimensions, copper foil, warpage, physical and chemical properties, reliability, defect classification, abnormal closed-loop, supplier control, with no omitted details.
Applicable to: rigid FR-4 copper-clad laminates (0.1-3.2 mm, electrodeposited copper/rolled copper, single-sided/double-sided copper-clad), SQE incoming material control, IQC basis of execution.
I. Pre-Inspection Prerequisites
1.1 Inspection Environment and ESD Protection
-
Environmental conditions: temperature 23±2°C, humidity 50±10%RH; standard D65 light source, illuminance 800-1000 lux; inspection distance 25-35 cm, eliminate reflections and shadows; prohibit direct strong light.
-
ESD protection: inspection table grounded, wear anti-static wrist strap; boards must not be directly touched with bare hands on the copper foil surface, to prevent fingerprints and sweat from causing copper foil oxidation.
-
Tool list: 10× magnifier, digital micrometer (accuracy 0.001 mm), XRF copper foil thickness gauge, marble platform, feeler gauge, 2D image measuring instrument, caliper, metallographic cross-sectioning equipment, 288°C solder pot, insulation resistance tester, oven, DSC/TGA thermal analyzer, analytical balance.
-
Sample pretreatment: after unpacking from vacuum packaging, allow the board to equilibrate in the environment for ≥4 h before measuring warpage and board thickness; do not measure immediately after opening the package, as temperature and humidity stress can cause misjudgment of warpage.
-
Sample retention: destructive test samples shall be sealed and stored for ≥5 years for quality traceability.
1.2 Accompanying Document Verification (Core of Batch Traceability; Direct Suspension of Inspection if Any Item Is Missing)
Each batch must be accompanied by complete documents. If any item is missing, the entire batch shall be isolated pending disposition, and inspection shall not be released:
-
COC certificate of conformity: board model, resin system, glass fiber cloth specification, copper foil type (electrodeposited/rolled), nominal Tg, Td, CTE, copper thickness, total board thickness, production furnace number, production date, UL94-V0 certification number, RoHS/REACH.
-
Factory inspection report for the batch: Tg (DSC), Td (TGA), Z-CTE, peel strength, thermal stress, water absorption, CTI tracking resistance.
-
PCN change notice: if resin, glass fiber cloth, copper foil, or curing system changes, a PCN must be provided 90 days in advance; unauthorized material changes without PCN shall be directly judged as CR critical defect and the entire batch rejected.
-
Consistency verification: delivery note, outer box label, inner board label, and COC must be completely consistent in model, copper thickness, board thickness, and batch/furnace number; altered, blurred, or inconsistent labels shall be directly rejected.
SQE risk point: the COC report provided by the supplier may be historical batch data, not data for the current furnace; the furnace number must be checked, not just the batch number.
1.3 Sampling Plan GB/T2828.1
Inspection lot definition: the same production furnace number is one inspection lot; different furnace numbers must not be combined into the same lot.
-
Class1 (consumer electronics): normal inspection level II, AQL=2.5; upon occurrence of defects, automatically switch to tightened AQL=1.0.
-
Class2 (industrial control communications): normal level II, AQL=1.0; tightened AQL=0.65.
-
Class3 (automotive, medical high reliability): mandatory tightened sampling, minimum 5 sample boards per batch; destructive performance testing required for every batch; new suppliers, first incoming materials, and PCN changes shall undergo full-item FAI verification.
-
Switching rules: maintain normal after 5 consecutive conforming batches; after 1 nonconforming batch, tighten the next batch; after 2 consecutive tightened nonconforming batches, suspend incoming materials from that supplier.
-
Destructive testing (thermal stress, Tg, peel strength, water absorption): extract 3-5 sample boards per batch.
-
Special acceptance rules: CR critical defects are prohibited from special acceptance; special acceptance of MAJ major defects must undergo three-party review by engineering + SQE + customer, with risk records, limited scope of use, and time limit.
II. Packaging, Marking, and Transportation Damage Inspection (First Gate for Incoming Materials)
-
Packaging: vacuum moisture-proof sealed packaging, effective desiccant, no bag breakage, pinholes, or water ingress/moisture; interleaving paper between boards intact, no paper scraps or dust.
-
Stacking: no mixed materials; different models, different copper thicknesses, and different Tg boards must not be mixed; each stack of boards shall be provided with an inner label.
-
Transportation damage: outer box free from severe compression, impact deformation; after opening, check boards for bumps, compression damage, and edge chipping.
-
Marking: outer box and inner stack board labels complete; model, furnace batch, copper thickness, board thickness, production date clear; handwritten alteration prohibited.
Judgment: if the vacuum bag is broken and moisture has entered, isolate the entire batch and conduct a moisture absorption risk assessment; mixed materials shall be directly rejected.
SQE focus: vacuum bag damage may be invisible to the naked eye, and boards may absorb moisture internally without visible appearance changes, causing PCB lamination and reflow explosion.
III. Appearance Inspection (Copper Foil Surface + Bare Substrate After Etching, Full Coverage of Front and Back; Key Inspection of Board Edges and Four Corners)
Inspection conditions: 10× magnifier; inspect the front and back of each board completely, including four corners, board edges, and center of board surface; copper foil must be removed by etching to inspect internal substrate defects.
3.1 Copper Foil Surface (Both Sides Must Be Inspected)
Acceptable state: copper foil color uniform; no oxidation blackening, copper rust, or greening; no wrinkles, lifting, pinholes, pits, pressure marks, or scratches; no fingerprints, oil stains, or metal debris.
Defect Item | Class1 Consumer | Class2 Industrial Control | Class3 High Reliability
Copper foil oxidation blackening (solderability impaired) | CR critical rejection | CR critical rejection | CR critical rejection
Copper foil pinholes/pits (IPC-4101) | Single pit ≤0.13 mm; ≤1 location per 300×300 mm; >0.13 mm rejected | Pits >0.13 mm not allowed | Zero tolerance, no pits or pinholes allowed
Copper foil scratches (not penetrating copper foil) | Extremely slight allowed, not affecting etching | Deep scratches not allowed | Any scratches prohibited
Copper foil wrinkles, local lifting | Rejected | Rejected | Rejected
Oil stains, fingerprints, metal foreign matter | Not allowed | Not allowed | Not allowed
3.2 Bare Substrate Inspection After Etching (Most Critical for FR-4; Many Hidden Defects Are Here)
Etch away copper foil, observe glass fiber-resin interface with 4-10× magnifier.
-
Delamination, interlayer bubbles, blistering: CR critical defect; any visible delamination or bubbles, reject the entire batch; delamination at board edges, internally, or at the glass fiber-resin interface shall not be specially accepted under any circumstances.
-
White spots (white circles, glass fiber-resin interface separation)
◦ Class1: tiny white spots in non-functional areas allowed; prohibited in functional areas.
◦ Class2: white spot propagation not allowed; area limited.
◦ Class3: white spots completely prohibited.
-
Glass fiber exposure, glass fiber breakage: all prohibited.
-
Resin starvation, resin-rich areas, resin spots: tiny acceptable in non-functional areas; prohibited in functional areas.
-
Foreign inclusions:
◦ Metal inclusions: any size is CR critical defect and rejected.
◦ Non-metallic inclusions: <0.13 mm not counted; 0.13-0.5 mm, ≤1 location per 300×300 mm; >0.5 mm rejected.
-
Board edges: no chipping, notches, cracks, or burrs; copper foil lifting at board edges exposing substrate prohibited; chipping depth >0.5 mm rejected.
3.3 Overall Board Surface Defects
• Color difference: uniform color within the same batch, no obvious local color difference;
• Pressure marks: pressure marks must not cause internal stress damage to the substrate; if substrate deformation is caused, reject.
SQE reminder: FR-4 delamination and white spots often occur at board edges and four corners; the center of the board may look intact, but hidden defects at the edges must be inspected focus.
IV. Dimensional and Geometric Inspection (Multi-Point Measurement; Single-Point Measurement Prohibited)
4.1 Outline Length and Width, Diagonal Difference, Perpendicularity
-
Shearing outline tolerance (GB/T4721-2021):
◦ Board size D<300 mm: +2/0 mm
◦ 300<D≤600 mm: +3/0 mm
◦ D>600 mm: +4/0 mm
-
Diagonal deviation: ≤2 mm;
-
Perpendicularity: ≤3 mm/m;
Out-of-tolerance will cause poor PCB panelization, routing, and fixture positioning.
4.2 Total Board Thickness (Substrate + Copper Foil on Both Sides)
-
Measurement points: measure 5 points per board: four corners + center point, avoiding the 5 mm area from board edge, measure with micrometer, take average value.
-
FR-4 conventional tolerance (IPC-4101 Grade A):
◦ 1.6 mm FR-4: ±0.08 mm; tolerance tightened for thin boards <0.8 mm;
Uneven board thickness will cause lamination warpage and drilling misalignment.
4.3 Copper Foil Thickness (XRF, Measure Front and Back Separately, 5 Points per Side)
-
Common copper thicknesses: 12 μm, 18 μm, 35 μm (1 oz), 70 μm (2 oz);
-
Tolerance: 35 μm copper foil conventional ±10%;
-
Control: difference in copper foil thickness between front and back must not exceed specification; measuring only one side is strictly prohibited.
4.4 Bow & Twist (Warpage Degree)
-
Test conditions: marble platform, board placed flat for testing after 4 h environmental equilibration;
-
Calculation formula: warpage = maximum warpage height ÷ board diagonal length ×100%.
-
Judgment criteria:
◦ Class1 ≤1.0%
◦ Class2 ≤0.75%
◦ Class3 ≤0.5%
Note: for thin FR-4 boards <0.5 mm, standards may be relaxed and separately agreed; boards with large copper thickness differences between the two sides have high warpage risk and require key control.
Risk: excessive warpage causes PCB alignment offset, lamination warpage, and drilling tool breakage.
V. FR-4 Physical, Chemical & Reliability Properties (Destructive Batch Verification, per IPC-TM-650)
Distinguish standard FR-4 (Tg≥130°C) and high-Tg FR-4 (Tg≥170°C); stable batches undergo sampling verification; new materials/PCN changes undergo full-item testing.
5.1 Copper Foil Peel Strength (IPC-TM-650 2.4.8)
• Test: 180° peel, specimen width 25 mm, tensile speed 50 mm/min;
• FR-4 conventional: ≥1.0 N/mm (35 μm copper foil);
Insufficient peel strength causes circuit lifting and detachment, leading to massive PCB process scrap.
5.2 Thermal Stress Test (288°C Solder Float, IPC-TM-650 2.4.24.1)
• Specimen immersed in 288°C solder for 10 s; no delamination, blistering, white spots, or substrate cracking shall occur;
The most critical screening item for FR-4; appearance may show no defects, but thermal stress testing will expose internal hidden delamination and bubbles.
5.3 Tg Glass Transition Temperature (DSC), Td Thermal Decomposition Temperature (TGA)
-
Standard FR-4: Tg≥130°C; high-Tg FR-4≥170°C;
-
Td (5% weight loss): ≥325°C; high-Tg FR-4≥340°C;
Must be actually measured, not only judged from COC certificate; insufficient Tg will cause board explosion and warpage during lead-free reflow.
5.4 Coefficient of Thermal Expansion CTE
• X/Y direction (glass fiber): ≤18 ppm/°C
• Z-axis resin direction: ≤70 ppm/°C
Excessive Z-axis expansion causes PTH barrel cracking in multilayer board lamination.
5.5 Water Absorption (IPC-TM-650 2.6.2.1)
• 23°C pure water immersion for 24 h; FR-4 water absorption ≤0.8%;
Excessive water absorption causes moisture absorption in boards, increasing risk of reflow explosion and CAF leakage.
5.6 Insulation Resistance and Withstand Voltage
• Insulation resistance ≥10¹⁴ Ω@500 VDC; withstand voltage meets specification; mandatory testing for high-voltage products.
5.7 CTI Tracking Resistance (Mandatory for Power, Industrial Control, Automotive)
• Standard FR-4 CTI≥175 V; high-reliability products require CTI≥400 V.
5.8 CAF Conductive Anodic Filament Resistance (Mandatory for Class2/Class3)
• CAF test; anodic filament leakage short circuit not allowed; CAF failure causes equipment leakage and fire.
Supplement: FR-4 does not undergo DK/DF high-frequency testing; high-frequency materials are executed separately; FR-4 conventional DK is approximately 4.2-4.6.
VI. Defect Classification (SQE Judgment Logic, Directly Writable into Inspection Specification)
6.1 CR Critical Defects (Entire Batch Rejected, Special Acceptance Strictly Prohibited)
-
Incorrect material model, Tg grade, or copper foil type; mixed materials from different furnace numbers;
-
Any interlayer delamination, internal bubbles; metal inclusions;
-
Copper foil oxidation blackening, loss of solderability;
-
Delamination or blistering in thermal stress test;
-
Vacuum packaging water ingress or moisture;
-
Unauthorized change of resin/glass fiber/copper foil system without PCN.
6.2 MAJ Major Defects (Affecting Reliability, AQL Judgment)
-
Board thickness or copper thickness out of tolerance; warpage out of tolerance;
-
Peel strength, Tg, Td, or water absorption not meeting standards;
-
Board edge chipping exceeding 0.5 mm; white spots in Class2;
-
Outline dimensions or diagonal out of tolerance;
If MAJ exceeds AQL, reject the entire batch; if special acceptance is truly required, three-party review by engineering, SQE, and customer is mandatory, with risk records.
6.3 MIN Minor Defects (Not Affecting Functional Reliability, Slight Appearance Issues)
-
Tiny non-metallic inclusions; slight scratches not affecting etching; slight board surface color difference;
MIN judged by AQL; may be sorted for use, and supplier improvement required.
VII. Complete Closed-Loop Process for SQE Incoming Material Abnormalities
-
Upon discovery of nonconformity, immediately isolate the batch of materials, affix nonconforming label, strictly prohibit entry into production line.
-
Sampling retest: double sample size retest; if still nonconforming, confirm batch nonconformity.
-
Issue 8D report to supplier, requiring output of: nonconforming phenomenon description, nonconforming sample photos/cross-sections, root cause analysis, containment actions, permanent corrective actions, prevention of recurrence, effectiveness verification.
-
After supplier submits 8D, SQE follows up to verify improvement effect;
-
CR critical defects: initiate supplier penalty, implement tightened incoming inspection; if nonconformities occur continuously, suspend supply;
-
All nonconforming samples, COC, test reports, and 8D reports shall be archived for ≥5 years for traceability.
VIII. FR-4 Exclusive SQE High-Risk Points (Easily Overlooked, Key Control)
-
Moisture absorption risk: FR-4 readily absorbs moisture; vacuum bag damage may not be visible to the naked eye; recommended 125°C baking for dehumidification before use; unused boards must be re-vacuum-packed.
-
Tg grade confusion: standard Tg FR-4 passed off as high-Tg FR-4; Tg must be actually measured, not judged only by label.
-
COC falsification: certificate data may look good, but actual measured Tg and peel strength do not meet standards; SQE must perform actual measurement verification and must not merely trust supplier certificates.
-
Copper foil confusion: electrodeposited copper and rolled copper mixed; some customers specify copper foil type.
-
Thin FR-4 boards (0.2-0.8 mm): warpage and board thickness uniformity must be tightened; thick board standards must not be applied.
-
Furnace number and batch number confusion: the same batch number may contain multiple furnace numbers, causing performance fluctuations; the furnace number must be used as the inspection lot.
-
Hidden edge delamination: center of board may be intact, but internal delamination at board edges is only exposed by thermal stress testing and is easily missed in appearance inspection.
IX. Required Fields for SQE Inspection Record Form
Incoming material order number, supplier, material model, furnace/batch number, production date; packaging status; sample quantity; front and back appearance defect records; length, width, diagonal, board thickness (5 points), copper thickness (5 points per side); warpage; destructive test results (thermal stress, Tg, peel strength, water absorption, CAF); judgment result; inspector, date; abnormal disposition record.
